EXECUTIVE TRAINING PROGRAMMES AND CONSULTING SERVICES

The Applied Fiscal Research Centre (AFReC) (Pty) Ltd, affiliated to the University of Cape Town, specialises in executive training and consulting in public finance management.

In light of the imperative for building financial management capacity in Southern Africa, AFReC in partnership with the Graduate School of Business and the Commonwealth Secretariat introduced the Public Finance Management (PFM) Programmes.

AFReC provides consulting services and policy advice in fiscal, financial and related fields to the public and private sectors in Southern Africa.

The commissioned work we undertake covers a research agenda that is timely and relevant to current policy debates, mainly in the following areas:

  • Macroeconomic (fiscal and monetary) policy coordination.
  • Intergovernmental fiscal relations.
  • Budget reform and financial management.
  • Sector-specific financial management.
  • Fiscal and Financial quantitive modelling and forecasting.

AFReC’s Public Finance Management training programmes are aimed at senior and middle management within the public sector. These programmes have trained over 800 senior managers from national, provincial and local government. At present the programmes are categorized as follows:

   

Covering both theoretical and practical aspects of financial planning, budgeting and performance management.
 

 

Covering both the theoretical and practical aspects of financial planning, budgeting and performance management at a local government level.

 

Shifting focus from broad conceptual issues of budget reforms to how these reforms are translated into specific implementation initiatives for budgets at departmental level.

 

Our understanding of the public sector environment and challenges facing managers ensures that maximum training benefits are achieved. This is facilitated by exclusive focus of activities on the public sector in South Africa and implementation of an outcome-based education approach where emphasis is placed on the following:

  • Practical relevance to and applicability of the material learned in the workplace;
  • Formative and summative assessments using a variety of instruments such as role plays, simulation, written reports, group discussions, etc, to ensure that each of the learners achieve all learning outcomes before proceeding to the next.
